Attorney, Associate Professor at the University of Economics, Prague and the Law Faculty of the University of West Bohemia, Pilsen

Languages: Czech, French, Russian, Studies: 1966-1971 Charles University, Prague, Law Faculty. 1972 (JUDr.), 1977 (Ph.D), 1995 Habilitation (Europe’s highest post-doctoral degree). Professional experience: 1972-1994 lecturer, associate professor (1988) Law Faculty of Masaryk University, Brno. 1992 Judge of the Constitutional Court of the Czechoslovak Federal Republic, until its dissolution. 1993, the Office for Legislation and Public Administration. 1994, Head of the Public Administration Department at the Police Academy of the Czech Republic. From 1995, Public Administration and Regional Development Department of the National Economics Faculty at the University of Economics, Prague, recently appointed Head of the Law Department. Since 2000 he has also lectured at the Law Faculty of the University of West Bohemia, Pilsen.

Specialization: administrative law specializing in the field of personal data protection, criminal administrative law and e-government.

Membership:Vice-chairman of the Czech Republic’s Legislative Council Commission for Administrative Law. Chairman of the Analysis Commission of the Czech Republic’s Personal Data Protection Office. Member of the Czech Bar Association’s Commission for Advocate Examinations. Member of the editorial board of the magazines Právní zpravodaj (C.H.Beck) and Právněhistorické studie. In 2005 he obtained a grant from the Czech Republic’s Grant Agency to work on the problems and issues of public administration reform in the Czech Republic.
